On the 31st day of the month, the reporter learned from China Disabled Persons’ Federation that the blue paper Report on Development of Cause of Chinese Disabled Persons (2017) published by the People’s Publishing House indicates that there are 85 million persons with disabilities and of them near 50 million have a demand for rehabilitation.

The blue paper has recorded the changes to the cause of Chinese disabled persons in recent years, evaluated the progress made by the cause of disabled persons and analyzed the existing problems.

The population of disabled elderly aged 60 years and above grows fast, with an annual growth of 1.544 million; the population of disabled elderly aged 65 years and above grows by 1.465 million every year. Prior to 2035, the increase of disabled elderly aged 60 years and above every 5 years is above 7 million; particularly from 2020 to 2030, the increase every 5 years will exceed 10 million. By 2050, the population of disabled elderly will reach 103 million.
The voluntary education has basically been popularized among Chinese disabled persons. During the voluntary education stage, due to the compulsory nature of voluntary education and active efforts of China Disabled Persons’ Federation, the number of disabled children receiving voluntary education is growing rapidly. In 2016, the voluntary education of disabled children was basically popularized nationwide. The voluntary education schooling rate of children with vision, hearing and intelligence disability was above 90%, while the education chance for other disabled persons has also witnessed a distinctive increase.
What experts say
Zheng Gongcheng, a professor of Renmin University of China and President of the Research Institute for Development of Cause of Disabled Persons, said that China is currently the country that develops fastest in the world, but is still the largest developing country as well as the country with the most disabled persons. The difficulty faced by and problems to be solved by the cause of disabled persons are unrivalled by any other country in the world. Particularly under the new normal state of economy, it is faced with a series of challenges. It is an issue to be solved urgently by the circles of theory and practice to reform and develop the cause of disabled persons.
